Statement from Senator Alan Simpson and Erskine Bowles

On Budget Resolution Proposed by Senate Budget Committee Chairman Kent Conrad

 

WASHINGTON, DC - Today, Senate Budget Committee Chairman Kent Conrad unveiled a Chairman’s Mark for the budget resolution based on the recommendations of the National Commission on Fiscal Responsibility and Reform. Fiscal Commission and Moment of Truth project co-chairs Erskine Bowles and Senator Alan Simpson offered the following joint statement of Chairman Conrad’s proposal:

“We are encouraged to see Chairman Conrad put forward a budget plan based on the bipartisan recommendations of the Fiscal Commission to put our nation on a solid path towards fiscal responsibility and reform. Chairman Conrad was a key leader on the Fiscal Commission, and again is showing real leadership today by putting forward a plan consistent with the principles, policies and framework of our plan.

“The budget resolution put forward by Chairman Conrad is based on several key principles that must be part of any responsible fiscal plan. First and foremost, it would achieve enough deficit reduction to stabilize the debt and put it on a downward path as a percent of GDP, preventing a fiscal crisis in the short-term and moving us toward a sustainable path over the long-term. In addition, the proposal acknowledges that any serious bipartisan plan must trim defense spending, non-defense spending, entitlement spending, and spending in the tax code. To that end, the Chairman’s Mark includes not only spending cuts but calls for real tax reform that lowers rates, broadens the base, and helps pay down the deficit. The budget would also replace the immediate, mindless, across-the-board spending cuts in the sequester with targeted cuts that would be phased in thoughtfully and gradually to avoid harming our fragile economic recovery, compromising our national security, or hurting the most vulnerable among us.

“We have never claimed that our plan was perfect and could not be improved, and the same is true of Chairman Conrad’s proposal. We offered our plan as the starting point for a serious national conversation about the choices that need to be made, and hope that Chairman Conrad’s proposal leads to other proposals and serious conversations and real action in Congress. We urge those with principled concerns about the specific elements of Senator Conrad’s proposal to follow what we call the Becerra Rule: Don’t shoot down an idea without offering a better idea in its place.

“Chairman Conrad has put forward a serious plan – one that is as serious as the problems we face. We hope that Chairman Conrad’s colleagues in the Senate follow his leadership in pushing for a bold plan to bring our debt under control and put our fiscal house in order.”
